Apparently the City has run out of cobblestones to maintain the old-timey looking streets in Gastown, and the engineering department says they are too expensive and not durable enough to be practical. The cobblestones and faux-vintage bollards were installed in the early 1970s to give the area a heritage feel when Gastown was being revamped as a tourist destination.
